Abstract

On July 3rd，2018，Xi Jinping，the General Secretary of Communist Party of China，emphasized the issue of cadre growth in his speech at the National Organization Work Conference. It can be said that the growth of cadres is related to the quality of cadre team building. Among the cadre ranks，the growth of grassroots leading cadre groups is an issue that cannot be ignored. Especially in the process of advancing the modernization of the national governance system and governance capabilities，grassroots leading cadres play an important role in achieving the "Last Kilometer". At current stage，guaranteeing the healthy growth of grassroots leading cadres effectively and improving the overall capabilities of the cadre team comprehensively are still important tasks in the CPC's own development process. In an individual sense，the various situations presented by the growth process of grassroots leading cadres are unique，irreproducible，and irreversible； in the group sense，the growth process of grassroots leading cadres is always affected by similar factors. These similar factors can provide theoretical support for the growth of grassroots leading cadres after being summarized and refined. For this reason，this essay mainly analyzes the growth of grassroots leading cadres from the perspective of environment，system and role，and focuses on the common growth characteristics of this group. This book uses the growth field，growth mechanism and growth role as research framework and examines and analyzes the growth of grassroots leading cadres historically. Based on these two points，this book provides effective countermeasures to ensure the healthy growth of grassroots leading cadres from three aspects： optimizing the growth field，improving the growth mechanism，and shaping the growth role of grassroots leading cadres.

The first part（Chapter 1）is the basic concept definition and growth mechanism framework analysis. In terms of the definition of basic concepts，this part specifically defines the research scopeand growth concept of grassroots leading cadres，and analyzes the subjective and objective factors and internal and external regulations of the growth of grassroots leading cadres. In terms of theoretical framework analysis，this part focuses on explaining the basic elements and constitutional mechanisms of the growth mechanism，and combining the relevant policies to discuss the coupling process of that.

The second part（Chapter 2）is the explanation of basic theory and the analysis of the changes in the growth mechanism of leading cadres. This part mainly focuses on the analysis of growth mechanism and combines with the historical analysis of change. Specifically，this part is mainly based on three major theories，starting with the growth field，mechanism and role，and sorting out the process of the growth of the leading cadres at the grassroots level.

Firstly，in terms of growth field，on the basis of sorting out a large amount of literature，questionnaire data analysis and practical investigation，based on Pierre Bourdieu's field theory，taking structural elements，relationship elements，and cultural elements as the analysis framework explains the interactive process of various factors in the growth of grassroots leading cadres under different conditions. This section focuses on the three major fields of growth of grassroots leading cadres（public field，unit field and living field）. The division of these three fields is based on the special identities of grassroots leading cadres（the public role，leadership role and private role），their role obligations in a specific field，and the responsibilities that the corresponding roles should bear. On this basis，this part also analyzes the internal logic of the growth field of grassroots leading cadres and the overall growth status of the grassroots leading cadres in the growth field in different periods.

Secondly，in terms of growth mechanism，this part mainly studies the growth mechanism of grassroots leading cadres from two perspective—theoretical analysis and transition process. The theoretical analysis part mainly studies the interaction between grassroots leading cadres 'growth mechanism components and grassroots leading cadres' active role in growth mechanism. The transition analysis part mainly elaborates the changes of the guiding principles of the growth mechanism of the grassroots leading cadres at various stages，and analyzes the process of the change of the logical basis of that，which is，humanity logic—result logic—legitimate logic.

Thirdly，in terms of growth roles，this part is mainly based on Gabriel Almond’s theory of political socialization and Mead’s role theory to study the growth roles of leading cadres and elaborates from theoretical analysis and transition process.

The third part（Chapter 3，Chapter 4 and Chapter 5）is countermeasure analysis and summary. This part is based on the above theoretical，historical analysis of the growth of grassroots leading cadres，starting from the growth field，growth mechanism and growth role. In terms of field optimization，this book provides resource protection for the growth of grassroots leading cadres. As for sound mechanisms，this book provides the driving force for the growth of grassroots leading cadres. In terms of role shaping，this book analyzes from the aspects of role training and development and clarifies the two basic principles that character training needs to follow，the basic path of character formation，and effective strategies for character development. In conclusion，this book looks at the current expectations of the role of grassroots leading cadres in China，optimizes the growth field of grassroots leading cadres，builds a growth mechanism，and shapes the growth role of grassroots leading cadres in line with the expectations of the role，thereby ensuring the normal growth of grassroots leading cadres.
