4　Construction Quality Acceptance

4.1　Requirements of Construction Quality Acceptance

4.1.1　The inspection and acceptance of construction quality of piping and system for the thermal power projects shall be carried out in accordance with the requirements specified in this Part，and apply for the acceptance certificate.

4.1.2　The inspection and acceptance of the project construction quality shall be carried out by the construction company according to the contract scope of the project upon the division tables of quality acceptance scope for construction prepared by the construction company in accordance with the requirements in Chapter 4 have been Reinspected by the supervision company，confirmed by the owner，and signed & sealed by three units—the construction company，the supervision company and the owner.The acceptance company can be added to the column of"Acceptance Company"in the division table of quality acceptance scope for construction by the owner according to the actual situation for the engineering projects with EPC or project management model.Adjustment can be carried out to the quality acceptance items those attended by the design company and equipment manufacturer in the column of"Acceptance Company"by the owner according to the actual situation.

4.1.3　Addition or deletation can be carried out to the inconformity parts between the inspection items listed in the division table of quality acceptance scope for construction in Chapter 4 and the actual inspection items of the project.The project number of the additional or deletional items in the quality acceptance scope of construction can continue number or lack of number，but can not change the original number.

4.1.4　The acceptance shall be carried out by the acceptance company specified in the division table of quality acceptance scope for construction to the project construction quality.The acceptance of the inspection lot，the subentry project and the subsection project shall be organized by the supervision company when the supervision company attends it，and attended by the relevant units，the acceptance of the unit project shall be organized by the owner，and attended by the relevant units.The acceptance of relevant items shall be attended by the design company and manufacturer in accordance with the requirements in the division table of quality acceptance scope for construction.The quality acceptance persons shall hold the qualifications certification consistent which are same with the career of acceptance.The qualifications certification shall be within the valid period.The acceptance authority for the quality acceptance persons whose refer to the unit project，the subsection project，the subentry project and the inspection lot，shall be confirmed by the relevant units those are organized by the owner.

4.1.5　The inspection and acceptance of project quality shall be carried out by any grade of inspectors not only strictly follow the provisions specified in this Part，but also perform the relevant applicable national standards，the industry standards，the contract order，the design documents and the manufacturing technical documents.Any grade of inspectors shall take charge of the acceptance results.

4.1.6　The quality acceptance of the construction project shall be carried out after the construction have completed.For the acceptance of construction quality，the quality acceptance shall be carried out by the project supervisor and the owner those are notified by the construction company after the self-verify have been qualified and the self-verify have been recorded completely.

4.1.7　The witness and acceptance of the concealed works shall be carried out by the supervisor and the relevant units those are notified by the construction company prior to the concealed works are concealed，and complete the acceptance record and siganature.

4.1.8　The appearance quality acceptance and signature for the unit project shall be carried out by the inspectors through visual，experience or assist with the required measure，and the overall situation of the inspection items（See Annex A）.

4.1.9　The inspection and acceptance of the project construction quality shall be carried out by the inspection lot，the subentry project，the subsection project and the unit project in turn in accordance with the provisions specified in Chapter 4.One unit project can set sub-unit projects when it is segment construct by many construction companys.The number of the sub-unit projects is distinct through adding English letter at the end of the original number of the unit project.

4.1.10　The construction quality acceptance shall conform to the following requirements：

The acceptance of the sunentry project shall be carried out only after the acceptance of the inspection lot items has been qualified.The acceptance of the subsection project shall be carried out only after the acceptance of the subentry projects has been qualified；the acceptance of the unit project shall be carried out only after the acceptance of the subsection projects has been qualified.

4.1.11　"Qualification"of the construction quality acceptance for inspection lots，subentry projects，subsection projects and unit projects shall conform to the following requirements：

1　If all of the inspection items are examined in accordance with the provisons of the inspection lot or subentry project，and the results conform to the quality criteria，the quality acceptance of the inspection lot or the subentry project is qualified.

2　If all of the acceptance items of the inspection lots included in the subentry project are qualified，and the datum of the subentry project is complete，the quality acceptance of the subentry project is qualified.

3　If all of the quality acceptance of the subentry projects included in the subsection project are qualified，the datum of the subsection project is complete，the quality acceptance of the subsection project is qualified.

4　If all of the quality acceptance of the subsection projects included in the unit project are qualified，the data of the unit project is complete and conform to the regulation of archive management，the quality acceptance of the unit project is qualified.

4.1.12　When nonconformity is occured to the project construction quality，registration shall be carried out，and nonconformity shall be dealed with the following requirements：

1　One more acceptance shall be carried out for the inspection items after rework or change apparatus& equipments.

2　The inspection items that meet the safe using function after repair may carry out the acceptance in accordance with the technical treatment schemes and the protocol documents.

3　Appraisal of the inspection items that unable to rework or unqualify after repair shall be carried out by the appraisal department or relevant units.The inspection items that unaffected internal quality，life time，using function and safety run may carry out concession treatment.The items through concession treatment needn't perform the second acceptance.But it shall be noted in the column of"Acceptance Company"，the writing reports shall be attached at the end of the acceptance table.

4.1.13　Acceptance shall not be carried out when any of the following conditions exist for the the construction quality of the inspection lot and sunentry project.

1　The inspection results of the main control inspection items can not meet the quality criteria.

2　The designer and the manufacturer have the value requirement to the quality criteria，but the actual measured value is not filled in the column of the inspection result.

3　The quality acceptance documents do not conform to the regulation of archive management.

4.1.14　The design company or equipment manufacturer shall be responsible for handling the quality problems caused by designing or equipment manufacturing.When the quality problems are handled on site by the authorized construction company，if the indivial non-main control items can not completely meet the standard requirements，the quality problems may be concession treatment after the owner together with the design company，the manufacturer，the supervision company and the construction company have confirmed by signature.The items that have been performed concession treatment needn't perform re-acceptance.But it shall be noted in the column of"Acceptance Result"，the writing reports shall be attached at the end of the acceptance table.

4.1.15　The data of the quality acceptance documents for the inspection lot，the subentry project，the subsection project and the unit project shall be accurate，the collected documents shall be complete，the signature shall be full，the material made of documents and handwriting shall conform to the maintain requirement of durability and the regulation of archive management.
