About the Author
John Edward (Ed) Murphy has more than 50 years of experience in financial management and procurement in the private sector for CPA firms, and in the public sector for the U.S. General Accounting Office (GAO), the Defense Contract Audit Agency (DCAA), the Naval Audit Service, and the Office of Personnel Management (OPM). While with OPM, he managed a governmentwide program providing financial management and procurement training for worldwide federal, state, and local employees. He has received a Presidential commendation and many meritorious service awards and special citations. The Association of Government Accountants (AGA) recognized Ed’s achievements by honoring him with its Outstanding Achievement Award and its Distinguished Leadership Award. He has an excellent reputation as a speaker and educator, and as an accomplished writer of manuals, articles, and position papers. Ed obtained his Bachelor of Science in Business Administration from Duquesne University in Pittsburgh. He is a Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), Certified Government Financial Manager (CGFM), and Certified Professional Contracts Manager (CPCM).
Ed is the founder and principal of the Financial Management Institute, a management consulting firm specializing in procurement, finance, public policy, and litigation support. Client service includes acquisition support service, expert witness and forensic accounting service, and trouble-shooting client problems with federal agencies.
