This brochure sets out to help all those responsible for the selection of consultants.It explains how to assess the ability of consulting firms and what method to use to select the best firm for the projects.The phrase“quality-based selection”has been chosen because it best represents the process of selection of consulting firms on the basis of qualifications，experience，ability and integrity.

It recommends the use of the FIDIC'S Client/Consultant Model Services Agreement-‘The White Book’-which will establish a fair and sound relationship between client and consultant，and protects both during the course of the contract.It also discusses other methods of selection that are used by some owners，and points to the dangers that are inherent in their use.
