Free Zone Construction

Since its launch in April 2017, Shaanxi Pilot Free Trade Zone has carried out in-depth institutional innovation by centering on its strategic positioning and development goals. Effectively integrating and serving major national strategies, it has played a leading and exemplary role in deepening reform and opening wider to the outside world in Shaanxi Province.

In 2021, Shaanxi continued to deepen reform and innovation in the Pilot Free Trade Zone, with an increase of 33,400 new market entities, a year-on-year increase of 102.7%, and an increase of 17,825 new enterprises, a year-on-year increase of 29.2%.

Guarantee Mechanism Keeping Perfecting

In 2021, Shaanxi issued China (Shaanxi) Pilot Free Trade Zone Regulations, and introduced Implementation Plan for Deepening Reform and Opening Wider to the Outside World in China (Shaanxi) Pilot Free Trade Zone, accelerating the progress of making the free trade area a pilot ground for all-round reform and opening-up, an inland highland of reform and opening-up, and an important base for the Belt and Road economic cooperation and cultural exchange. The reform of separating operating permits and business licenses was fully implemented in the Pilot Free Trade Zone. We have made fruitful achievements in system innovation. 9 free trade work groups were set up, and the first batch of 34 key items of reform and innovation were identified. We gained 6 initiative innovation experience, and formed 94 reform and innovation cases. Among them, 8 were copied and promoted nationwide, 30 were recommended over the province, injecting new momentum for the development of open economy in Shaanxi.

Assembling of Specialty Industries Taking up Speed

In 2021, the largest microbial sequencing center in Northwestern China was set up in Shaanxi Pilot Free Trade Zone, and new industrial patterns such as airport industry, cross-border e-commerce, medical and health care industry, and digital cultural and creative industry have been springing up. The coordinated development in Shaanxi has been promoted steadily. The mutual empowerment of Shaanxi Pilot Free Trade Zone and the Qinchuangyuan Innovation-driven General Platform was promoted, and the alliance of the pilot free trade zones in the Yellow River Basin was planned to establish, realizing the "Inter-Provincial Government Services" between Xi'an and 13 cities, including Jinan and Lanzhou. The establishment of the Belt and Road Demonstration Zone for International Commercial Legal Services (BRD-ICLS) was undergoing with solid progress.
