Accelerating the Establishment of Modern Industry System
Shaanxi conscientiously carried out the national implementation plan of invigorating the operation of industrial economy and promoting high-quality development, and accelerated innovation and development of key industries, such as integrated circuit, new energy vehicle, and advanced display. With the chain leadership system as the crux, efforts were exerted in promoting the continuation, supplementation and strengthening of 23 key industrial chains. The policy support was strengthened in the application of first sets and first batches of key equipment. The promotion scheme of key industrial chains of energy and chemical industries was carried out, along with the advancing of the construction of Yulin Energy Revolution Innovation Demonstration Zone. Further integration was pushed in modern service industry, advanced manufacturing industry, and modern agriculture. In addition, Shaanxi also made efforts in improving the quality and efficiency of public service platform in service industry clusters, as well as the digital industrialization and industrial digitalization.
Steady Growth in Foreign Trade and Investment
The year 2021 has witnessed impressive achievements of Shaanxi in its foreign trade, with the imports and exports volumes both hitting a record high for that period in history. In the face of the serious and complex global economic and trade situation, Shaanxi has sought new strategies in the changing situation. the total value of import and export exceeded 400 billion yuan and reached 475.78 billion yuan, which was a year-on-year increase of 25.9%, coming as the most outstanding achievement ever recorded.
In 2021, Shaanxi sped up the construction of Xi'an Assembly Center of China-Europe Railway Express (Xi'an), and launched the first trial run for Japan-South Korea transit cargo train services. The core indicators of Chang'an Express held the leading position in China. Xixian Airport Comprehensive Bonded Zone and Baoji Comprehensive Bonded Zone have started to put into operation, and Guanzhong Comprehensive Bonded Zone has passed the national inspection. The SCO Agricultural Technology Exchange and Training Demonstration Base was put into use. Shaanxi International Trade"Single Window" Exhibition Hall and the Financial Service Platform have also been built. 8 innovation achievements of the Free Trade Area have been copied and promoted nationwide. Major economic and trade events such as the Silk Expo, the China Yangling Agricultural Hi-Tech Fair (CAF), and the Euro-Asia Economic Forum were successfully held. New achievements were made in opening up and attracting investment. 312 new foreign-invested enterprises were established in Shaanxi, a year-on-year increase of 12.23%. Actual utilization of foreign capital reached $10.246 billion, a year-on-year increase of 21.35%.
Gradual Achievements in the Coordinated Development
Shaanxi made efforts in implementing several measures in promoting the West Development to form a new pattern in the new era, and in accelerating the perfection of economic development layout. The modes of "Headquarters+ Base", "Research and Development + Production", and Enclave Economy were further popularized to advance the coordinated development of the three major fields. The implementation plan was worked out for the development of urban agglomeration in Guanzhong Plain in the 14th Five-Year Plan, and the key cooperation matters of urban agglomeration of Hohhot, Baotou, Erdos and Yulin in the 14th Five-Year Plan. In addition, Shaanxi has drawn up the development plan for the development of Xi'an metropolitan area to accelerate the integration of Xi'an and Xianyang, and promote high-quality development of urban agglomeration.
