Enabling/Disable Network I/O Control
By default, NIOC is enabled on a new vDS. To disable it or change the settings, you can use the vSphere Web Client and select the desired vDS. From the Actions menu, select Edit Settings.
From the Network I/O Control drop-down menu, select Disabled (or Enabled):
