If you need to build a wizard of some kind, to collect information pertaining to the user or customer, then Visual Workflow is the tool for you!
For example, you need to create a flow that walks a customer support representative through a call script that asks several questions that need to be answered by the customer and, based on the answers, perhaps other questions need to be asked or something different needs to be done in the database. The flow would use the information entered, such as the caller's name and account number, to create a case that's assigned to the correct person with all the answers to the specific questions asked.
