Abstract：It has typical meaning of the Qinyuan County governance practice to realize county governance modernization in China. The most important policy implications of Qinyuan governance reform and innovation include the following points：Under the leadership of the CPC and guide of government，Qinyuan county has adhered to the economic and social reality，focused on the overall strategy as the center and command，and gradually constructed three relatively stable governance models，which are （ government） bureaucratic governance model，（ corporation） market governance model and （ society） community governance model. With the political and social conditions of clear rules，decentralization and structural differentiation，these governance models provide and promote county governance system and capacity among different governance subjects featured of clear responsibilities and supporting each other. In other words，it is essential to change traditional governance rules and systems to realize reform and transformation of county governance modernization. The transformations are a serial of reforms，which involve good local political ecology，development of the rule of law，changing omnipotent government，social organizations and self-management. All these reforms are to trans form institutional advantages into governance effectiveness. In this sense，the goal of county governance transformation is to establish the rule of law for democracy，autonomy and co-governance between government and society. From the perspective of theory and methodology，Qinyuan governance practice including perfect reform and innovation should be generalized at the level of laws and regulations. That is to say，the generalization of Qinyuan governance experience will give impetus to innovate government and social governance system and regulations，represent the direction of county governance modernization，and this is the significance of modernization of national governance system and capacity in China.
