4.3　Right-of-Way Clearance

4.3.1　Upon right-of-way clearance，it is required to pay attention to land protection，reduce water and soil loss and protect ground vegetation.The water accumulated at low-lying section shall be removed.It is required to pay attention to protection of marker pile；in case of damages，timely recovery is required.

4.3.2　For the section liable to generate dispute or dissent after recovery of landform，the methods such as photo taking and video recording etc.shall be adopted to record original landform of operation belt to act as basis for recovery of landform，before right-of-way clearance.

4.3.3　Prior to right-of-way clearance，top soil shall be properly protected.

4.3.4　The width of right-of-way shall be complied with design requirements.

4.3.5　The construction of service road should be in accordance with the following requirements:

1　Service road shall be flat with sufficient bearing capacity to ensure driving safety of construction vehicle and equipment.Width of service road should be more than 4m and shall be connected gently with road.The turning circle shall be provided every 2km distance and width of pavement at bending road and turning circle shall be more than 10m，and the turning radius of bending road shall be more than 18m.

2　In case that the location for pipeline laying is far away from road，a service road connecting with highway shall be constructed.

3　When service road passes river，and trench，it is required to determine whether temporary bridge culvert is repaired or existing bridge culvert is reinforced；bridge culvert bearing capacity shall satisfy pipe transport and equipment transport requirements；

4　At the area with influence of riverbed，river valley，trench valley，mountain flood erosion and mudstone，construction of service road shall be closely related to subsequent work procedure and construction shall not be allowed during flood period.

5　In case that the passageway in right-of-way is parallel with pipe trench，the road where construction machinery，tool and transport vehicle shall be close to one side of existing transport road.

6　When service road passes underground obstructions buried comparatively shallowly，timely contact with user management shall be required，and the measures on protection of underground obstructions shall be consulted.
