1　General

1.0.1　This code is prepared for the compliance with technical and economic policies promulgated by the state when designing electrical measuring devices and energy metering devices that are to be accurate，reliable，technically advance and cost effective.

1.0.2　This code is applicable to the design of electrical measuring devices and energy metering devices for newly-built or expanded steam turbine generator power plants and gas turbine power plants where the capacity of a single unit is 25MW and above，hydropower plants（including pumped storage power plants）where the capacity of a single unit is 200kW and above，conventional islands of nuclear power plants，substations at a rated AC voltage of 10kV and above and DC converter stations at a rated DC voltage of 100kV and above.

1.0.3　In addition to this code，the design of electrical measuring devices and energy metering devices shall comply with the relevant national standards and codes in force as well.
