7.3 Coal Storage Facilities

7.3.1 The capacity of coal storage facilities shall be designed comprehensively considering the factors such as off-site transportation mode,transportation distance,quantity of coal mines,type and quality of coal,coal supply and demand relation,role of the fossil fired power plant in power system,and unit type.The capacity of coal storage facilities shall be designed in accordance with the following requirements:

1 For fossil fired power plants which receive coal with a transportation distance of no more than 50km,the capacity of coal yard shall be no less than five days of coal consumption by corresponding units.

2 For fossil fired power plants which receive coal with a transportation distance of more than 50km but less than 100km,when coal is transported by roadway,the capacity of coal yard shall be no less than seven days of coal consumption by corresponding units;and when coal is transported by railway,the capacity of coal yard shall be no less than ten days of coal consumption by corresponding units.

3 For fossil fired power plants which receive coal with a transportation distance of more than 100km,the capacity of coal yard shall be no less than 15 days of coal consumption by corresponding units.

4 For the fossil fired power plants that receive coal transported by a combination of railway and waterway,the capacity of coal yard shall be no less than 20 days of coal consumption by corresponding units.

5 In case of cogeneration units,the coal storage capacity shall be equal to the value described in the above items 1-4 plus the required coal consumption for five days.

6 For fossil fired power plant burning lignite,the capacity of coal yard should be no more than 10 days of coal consumption by corresponding units and the maximum capacity shall be no more than 15 days of coal consumption by corresponding units if there is no effective measure for preventing spontaneous combustion.

7 If coal is transported by a combination of more than two modes or a number of coal mines are available,the coal storage capacity should take the less value described in the above items 1-6.

7.3.2 The type of coal storage facilities shall be determined based on the meteorological conditions,terrain conditions in the plant area and surrounding environmental conditions while taking into consideration the construction costs.They may be in the form of enclosed,semi-enclosed,outdoor type provided with wind-screening and dust-suppressing facilities or outdoor type.

7.3.3 In rainy regions,the necessity for providing dry coal storage facilities shall be determined according to the physical properties of coal,type of pulverizing system and coal yard equipment.If it is necessary to provide dry coal storage facilities,their effective capacity shall be no less than three days of coal consumption by corresponding units.

7.3.4 The coal storage facilities shall be provided in accordance with the following requirements:

1 The stacking capacity of the coal storage facilities shall be adaptable to the output capacity of unloading facilities;the coal reclaiming capacity shall be equal to that of the coal handling system that delivers coal to the boiler house.

2 When only one stacker-reclaimer is provided for large coal yards,there shall be provided with standby coal feeding facilities with an output no less than that of coal handling system delivering coal to the boiler house.

3 When coal is unloaded with facilities without buffering capability such as wagon tipper or ship unloader,no less than two cantilever bucket wheel stackers-reclaimers or gantry type rotary wheel stackersreclaimers should be provided.

4 When gate type(loading/unloading bridge)or bridge type coal grab featured with multiple purposes like unloading,stacking,reclaiming and blending coal is adopted,its total rated output shall not be less than 250%of the total coal consumption of the corresponding units at BMCR condition and standby equipment may be eliminated.When only one coal grab is available,standby coal supplying facility shall be provided.When a combination of gate type(loading/unloading bridge)or bridge type coal grab and crawler grab is adopted,the total average output shall not be less than 250%of the total coal consumption of the corresponding units under MCR condition as well.

7.3.5 The auxiliary equipment,including coal bulldozers and coal loaders,shall be provided according to the auxiliary stacking and reclaiming tasks,the efforts of leveling and compacting coal yards as well as handling spontaneous combustion coal.
