4.2 Off-site Planning
4.2.1 The facilities located outside the plant area,including those for transportation,water supply and water drainage,ash handling and treatment,electric power transmission lines,heat supply pipelines and construction area,etc.shall be planned from an overall view and fully coordinated according to the planning capacity and the natural conditions at the plant site,after determining the plant site and the various main process systems inside the power plant.
4.2.2 The distance between the plant area of a fossil fired power plant and adjacent potential danger sources,including nuclear power plant,chemical plant,oil refinery,oil or natural gas storage tank,disposal site of low-and intermediate-level radioactive wastes,and radioactive wastes storeroom for application of nuclear technology etc.,shall comply with the following requirements:
1 The distance from nuclear power plant shall comply with the current national standard GB 6249 Regulations for Environmental Radiation Protection of Nuclear Power Plant.
2 The distance from chemical plants and oil refinery plants shall comply with the current national standard GB 50160 Fire Prevention Code of Petrochemical Enterprise Design.
3 The distance from petroleum or natural gas storage tanks shall comply with the current national standard GB 50183 Code for Fire Protection Design of Petroleum and Natural Gas Engineering.
4 The distance from the disposal site of low-and intermediate-level radioactive wastes shall not be less than the radius of the scope of environmental impact assessment as specified in the current industrial standard HJ/T 5.2 Environmental Protection Regulation Guidelines for Nuclear Facilities-Standard Format and Content of Environmental Impact Reports for Shallow Ground Disposal of Solid Radioactive Waste.
5 The distance from the radioactive waste storeroom for application of nuclear technology shall not be less than the radius of the scope of environmental impact assessment as specified in the current industrial standard HJ/T 10.1 Radiation Environmental Protection Regulation Guidelines for Standard Content and Format of Environmental Impact Reports(Tables)for Nuclear Technology Application Facilities.
4.2.3 The water source selected for a fossil fired power plant shall be reliable and shall satisfy the following requirements:
1 The water intake of the power plant shall be located at the stable shore section,and shall not be affected by sediments,grass and wood pieces,icicles,floating wastes,and return flow of the discharged water.
2 When the power plant takes a reservoir as its water source,the design standard and check standard of flood control for the reservoir shall not be less than 100-year return period and 1000-year return period respectively.In case the flood control standard fails to meet the water intake requirements,it shall be necessary to demonstrate the application of other measures to ensure reliable water intake.
4.2.4 The water supply pipelines,ash pipelines,thermal pipelines,and other strip-shaped facilities outside the plant shall be planned according to the requirements of urban-rural planning and land-use planning,and should be routed along existing roads in a centralized manner and shall cross as few roads or railways as possible.The overhead pipelines should be laid with more than one pipe on the same support.
4.2.5 The planning for traffic and transportation outside a fossil fired power plant shall comply with the following requirements:
1 For a fossil fired power plant that receives coal transported through railways,the special service railway line may be connected not only to the national or local railway lines,but also to the special railway line of other industrial enterprises.The special service railway line shall not be connected to the interval lines of the national railways or separate the main line at the junction station;when it is connected to a busy trunk line or a mixed passenger and freight trunk line at a speed of 200km/h and above,a gradeseparated junction should be provided.
2 For a fossil fired power plant that receives coal transported through railway,coal should be transported by a through train that directly gets access to the power plant from the loading point under the unified management of the railway authorities.The freight hand over shall be conducted on the unloading track in the plant.No delivery-receiving yard(station)shall be provided in front of the plant.
3 The existing facilities,carrying capacity and other resources at the railway junction station shall be fully utilized.Unless reverse transportation is unavoidable at the junction station,no additional tracks should be provided there.If additional tracks are really required,the necessity shall be fully demonstrated.
4 For a fossil fired power plant that receives coal transported by water,if a wharf is arranged outside the plant or is required to be shared with other enterprises,coordination with the planning authority and related enterprises shall be done to justify the feasibility of its construction and also to ensure that there is favorable transport channel between the wharf and power plant.
5 The access roads to a fossil fired power plant should be constructed separately from the roads for transporting coal,ash,and gypsum.The roads for transporting coal,ash and gypsum may be combined into one.The outside special roads should avoid crossing railways,if it is unavoidable,grade-separated crossing should be adopted.The access roads and roads for transporting ash and gypsum shall be constructed according to the standards of Class III roads in factories and mining areas and have cement concrete or asphalt concrete pavement of 6-7m wide.
6 The coal for pithead plant should be transported by belt conveyors and the transportation mode shall be determined through scheme comparison.
7 For a fossil fired power plant that receives coal transported by trucks,two accesses in different directions should be provided according to the direction of coal incoming,the conditions of road network through which the coal loaded and unloaded trucks travel and the layout of coal receiving facility area in the plant area.The special road in the plant area for coal handling that connects with the outside road should be paved with cement concrete or asphalt concrete.The standards of special coal handling road should be coordinated with local road standards,and shall comply with the requirements in Table 4.2.5.

8 The roads for maintenance and repair purpose shall be constructed from the plant area to off-site drainage facilities,water sources,wharfs,and ash yards,and along off-site galleries or ash pipelines.Such roads may use the existing roads or newly constructed according to the standards of Class IV roads in factories and mining areas.The width of pavement should be 4m,and if the construction conditions are difficult to reach this width,it may be 3.5m.
4.2.6 The water intake and drainage facilities of a fossil fired power plant shall be planned from an overall view and reasonably arranged according to the planning capacity of the power plant,construction scale of the current phase,water sources,topographical and geological conditions,and environmental protection requirements,and shall comply with the following requirements:
1 For once-through water supply system,the layout of water intake and drainage buildings(structures)and the route of circulating water pipelines shall facilitate process flow and correspond to definite project phase.
2 For the circulating water supply system,the location of makeup water pump house and the route of makeup water pipeline shall be determined according to the selected water source,the construction scale of makeup water pump house shall be determined according to the planning capacity,and appropriate conditions for pipe gallery extension shall be reserved..
3 The pump house and accessory facilities away from the power plant shall be provided with necessary communication,traffic,living and hygiene facilities.
4 The once-through water supply system may be provided with a hydropower utilization system according to the fall of drainage height.
5 The planning of off-site water supply,rainwater,sewage,and other pipelines shall satisfy the requirements of power plant planning and urban-rural planning.
4.2.7 The flood control and drainage plan for a power plant shall be properly prepared according to the specific conditions of the project site,and the existing flood control and drainage facilities shall be fully utilized.If it is necessary to build new facilities,structures such as flood bank,flood discharge trench and water retaining wall shall be built according to local specific conditions through comparisons and selections.The distance from process facilities and buildings(structures)to the dam shall satisfy relevant regulations on the safe protection distance.
4.2.8 The outgoing line corridors of a fossil fired power plant shall be planned from an overall view according to the urban-rural planning and power system planning,the direction,voltage level,and number of circuits of power transmission lines as well as the planning capacity of the fossil fired power plant and the construction scale of current phase,and should avoid crossing each other.
4.2.9 The planning of outside treatment facilities of ash(including desulphurization by-products)shall comply with the following requirements:
1 The ash storage yard should be close to the fossil fired power plant,and shall make full use of adjacent subsidence area,waste pit,valley,depression,wasteland,and tidal flat according to the principle of land conservation and natural ecological environment protection.
2 The impacts of ash storage yard on the surrounding environment shall comply with the relevant regulations of current national environmental protection law and satisfy the local environmental protection requirements.
3 The outside ash conveying pipelines should be routed alongside roads and river networks and in the sections with small elevation difference and as few crossings and bends as possible,with minimum effects on agricultural cultivation.
4 The management station and accessory facilities for the ash storage yard away from the power plant should be provided with necessary communication,traffic and living and hygiene facilities.
5 When trucks or ships are adopted for ash transportation,the capacity of highways or river ways and wharfs and relevant pollution effect on environment shall be taken into full consideration.In addition,corresponding measures shall be taken.
4.2.10 The construction area of the power plant shall be comprehensively planned and reasonably arranged according to the planning capacity,construction scale of the current project phase and the site conditions,and shall comply with the following requirements:
1 The layout of construction area shall be reasonable and compact and allow for convenient construction and living,and land-saving.
2 The temporary buildings,material and equipment storage yard,working areas and the routes of temporary water supply and power supply for construction purpose shall be properly arranged according to the requirements of the construction process flow.
3 An individual drainage system should be provided for each working area at the construction site and the main drainage channels and construction roads should be arranged under the principle of a combination of permanent and temporary usage.
4 The topographical and geological conditions should be fully utilized to minimize the quantity of earthwork for ground leveling and prevent the topsoil on the ground from being damaged in large areas.
5 The layout of construction site and passages shall minimize their adverse impact on power production,especially after some units are put into service,as well as benefit the power production and facilitate the construction.
6 The layout of the temporary buildings for construction purpose shall not affect the extension of the power plant.
4.2.11 The implementation scheme for borrow area and spoil area shall be determined according to the topographical,geological,seismic,and hydrologic conditions,and effective measures against landslide shall be taken.
