Foreword

According to the requirements specified in the Plan for Revising Professional Standards in 2009（GongXinTingKe［2009］No.104）issued by the Ministry of Industry and Information Technology of the People's Republic of China，this Specification is developed by the development team based on extensive investigations and studies made，practices summarized，comments requested as well as references to international and advanced foreign standards.

This Specification comprises 7 chapters and 8 appendices.

Main technical contents in this Specification include the constitution and management requirements of the construction technical documentation，the content，development，implementation and management requirements of the construction execution plan，the categorization，contents，implementation and management requirements of the construction method statement，and the development，implementation and management requirements of the construction operation instruction.

China Petrochemical Corporation（Sinopec Group）is in charge of the administration of this Specification，Sinopec Technical Center for Construction is responsible for its routine management，and Sinopec the Fourth Construction Company Limited is tasked for the explanation of specific technical contents.If any comments and recommendations are proposed in the implementation of this Specification，please address them to the routine management organization and chief development organization.
