4.3 Safety Requirements
4.3.1 A safety management system shall be established for lifting to specify the responsibilities of personnel at all levels in the system and the safety precautions.
4.3.2 Lifting personnel shall obtain the Qualification Certificate for Special Operation and special equipment operators shall obtain the Qualification Certificate for Special Equipment Operation prior to being involved in lifting operations.
4.3.3 Upon completion of preparations for lifting,the following items shall be inspected by the lifting contractor.In case of critical lifts,the owner/supervising contractor and EPC contractor shall be involved.
a)Lifting method statement and technical communication and clarification records;
b)Requirements in lifting method statement and role responsibilities already understood by the lifting personnel;
c)Selection and deployment of lifting machinery,lifting gear and rigging hardware and lifting point for compliance with lifting method statement;
d)Tags of"Safety Inspection"available on lifting machinery and quality certificates available for lifting gear and rigging hardware;
e)Records of ground treatment and ground anchor embedment;
f)Workpiece for proper location and orientation;
g)The site for compliance with the requirements defined in the method statement;
h)Clear of obstacles within lifting area;
i)Power supply system for proper capacity;
j)Safety and emergency response measures available;
k)Signs available in the warning area.
4.3.4 Lifting operations shall not be performed under adverse environmental conditions,e.g.,wind speed at 10.8m/s or above,thunderstorm,snowy and foggy weather where sight of line may be obstructed.
4.3.5 The manufacturer's instructions shall be conformed where there are special requirements for lifting machinery on operation environment and weather conditions,in addition to the provisions defined in Article 4.3.4 herein.
4.3.6 Lifting operators shall follow the requirements for"Ten Lifting-Prohibited Cases"as defined in Appendix C.
4.3.7 For critical lifts,trial lifting or formal lifting operations shall not commence until lifting order is signed by the director.
4.3.8 Wire rope crossing road shall be protected against direct running over by vehicles.
4.3.9 Site construction power shall conform to the Technical code for safety of temporary electrification on construction site JGJ 46.
4.3.10 Workpieces should not be suspended in the air during non-working hours;otherwise,safety precautions shall be taken.
4.3.11 Load-bearing objects,such as lifting machinery,lifting gear,rigging hardware,lifting points and gin poles,shall never be overloaded.
