3　General

3.0.1　Detection and evaluation organizations shall have well-developed quality management system，measurement certification system and related qualification while the equipment and personnel shall be competent for the task undertaken.

3.0.2　For important and complex hydraulic concrete structure，besides complying with this standard，defect detection and evaluation shall be carried out in combination with professional analysis and comprehensive judgment from experienced technicians and experts.

3.0.3　Defect detection of hydraulic concrete structure shall comply with related hydropower industrial safety regulations.

3.0.4　Detection apparatus shall be calibrated in accordance with related regulations.
