3　General Requirements

3.0.1　Following conditions shall be satisfied before development of engineering design for iron ore pellet projects:

1　A certain plant site and defined scope，basic information regarding to internal and external conditions.

2　Pelletizing test report simulating commercial unit for determination of process and product.

3　Compliance with the requirements of national industrial policies and environmental protection.

3.0.2　Division of pelletizing plant scale shall be in accordance with the following:

1　Large-scale:annual output of single line is equal or more than 3.0 million tons.

2　Medium-scale:annual output of single line is less than 3.0 million tons and equal or more than 1.2 million tons.

3　Small-scale:annual output of single line is less than 1.2 million tons.

3.0.3　Simulation test shall be performed for different kinds of raw materials，fuel and auxiliary materials，and the test results shall be the basis for engineering.

3.0.4　The continuous working system shall be designated for iron ore pellet plants.

3.0.5　The calendric utilization of large and medium-scale pelletizing plants should be equal or more than 90.4%.

3.0.6　Selection of process and equipment shall be in accordance with the following requirements:

1　The process and equipment of core area shall be proven and advanced，efficient，reliable，safe and energy-saving.

2　The auxiliary equipment shall match with which of core area allowing certain margins in capacity.

3　Second-hand equipment obsoleted shall not be re-used.
