5.18　Production Management and Living Facilities

5.18.1　Production management area should be located at leeward side of the plant area in terms of the wind direction of the least frequency in normal year，and should be facing the city or big residential district.

5.18.2　Arrangement of buildings，roads，squares，greening and landscaping facilities of the production management and living facilities must meet the relevant land saving requirements of the nation and shall follow such a concept as facilitating management，comforting the use and beautifying the plant.

5.18.3　The central laboratory，information and communication facilities should be arranged within the production management area and orientated towards the south or north direction.The vibration proof distance and noise proof distance from the central laboratory，information and communication facilities to the vibration source and noise source shall meet the requirements of Article 5.1.11 and 5.1.12 herein respectively.

5.18.4　Living facilities shall be arranged according to the following requirements:

1　They should be arranged on the commute routing of the staff，and wherever possible shall be free from the influence of fume pollution，vibration and noise.

2　If possible，they shall be built all together within one building or connected with the buildings of production plant，however except for those plant buildings which give off harmful gases，have grave production hazards or have special requirements.

3　The space for peope gathering should be available in front of the buildings of living facilities.4　Living facilities should be oriented towards the south or north direction，and importance should be attached to greening work near the living facilities.
