5 General Layout
5.1 General Requirements
5.1.1 General layout shall refer to the arrangement of various facilities based on the general plan,considering the natural,environmental and traffic and transportation conditions of the plant site and in accordance with the enterprise's construction requirement and engeinering construction standard,which shall be determined upon techno-economic comparison of multiple proposals.
5.1.2 The following requirements shall be fulfilled when developing the general layout:
1 The material flow,media flow and people flow shall be short,smooth,and no turning back in accordance with the production process flow.The people flow and freight flow shall be separate.At-grade crossing and mixed traveling of the special material flow with main common material flow shall be avoided.
2 The production area and facilities having rather big fume and dust emission shall be arranged at windward side of those having relatively smaller emission in terms of the wind direction of least frequency in normal year.The production area and facilities required to remain clean shall be arranged at the leeward side of other ones in terms of the wind direction of least frequency in normal year.The administration,office and living service area of the plant shall be arranged at leeward side of the plant area in terms of the wind direction of least frequency in normal year.
3 There shall be a distinct functional division.
5.1.3 For iron and steel plant to be built by stages,the near-future project should be arranged in a centralized way,while the distant-future project should be reserved at outside the land for near-future project and the possibility for further future development should be taken into consideration as far as possible.
5.1.4 The arrangement of various facilities and transportation lines to be relocated and rebuilt due to extension of mining operation shall harmonize with the excavation process.
5.1.5 The extension or renovation project shall seek appropriate use and modification of the existing facilities,while trying to minimize the influence on the existing production.
5.1.6 On the premise that requirements for production process,safety and sanitation are met,the buildings and structures shall be arranged in combination and in multiple floors whenever possible.
5.1.7 The layout plan of building complex in the plant area shall harmonize with its sptaial shape design,and the two should create an orderly and nice environment.
5.1.8 In the mountain and hill area,the long axis of main buildings and structures should be parallel to the terrain contour,and hazards that may be caused by deep cutting and high filling of the side slopes shall be eliminated.The buildings and structures with rather big loads on foundation should be arranged in the areas having homogenous soil quality,large foundation bearing capacity and low groundwater level.
5.1.9 Main production workshop should have good natural ventilation and lighting condition.In the hot region,a cross angle of no less than 45° should be kept between the longitudinal axis of the production workshop and the prevailing wind in summer.Buildings for high temperature or heat treatment workshops and for living facilities shall be prevented,if possible,from facing the sun in the west direction(hot in summer afternoon).
5.1.10 The design of fire separation distance among buildings and structures and between them and the railways and roads as well as the arrangement of firefighting passageway for the iron and steel enterprise shall comply with the current relevant standards of the nation.
5.1.11 Vibration proof distance in the general layout should be in accordance with the following requirements:
1 Vibration proof distance should be in accordance with those specified in Table 5.1.11-1.Where the vibration prevention measures are taken,the vibration proof distance stipulated in this table may be waived.If there is a complex geological condition or the soruce of vibration is the large-sized vibration equipment not listed in Table 5.1.11-1,the vibration proof distance shall be calculated according to the formula in current national standard GB 50040 Code for Design of Dynamicmachine Foundation or determined according to the actual survey data.

Note:The values in the table refer to the vibration proof distances on Category-Ⅱsoil with wave energy absorption coefficient of 0.04/m.For other categories of soil,the vibration proof distance shall be calculated by multiplying the value in the table above by the soil conversion factor corresponding to the wave energy absorption coefficient of the said soil.
2 Wave energy absorption coefficient and conversion factor of the soil should be selected as per Table 5.1.11-2.When the soil has low moisture and density,the low value of soil conversion factor shall be taken;otherwise,the high value shall be taken.

3 The allowable amplitude of precision instrument and equipment under various frequencies should be selected as per Table 5.1.11-3.

5.1.12 Noise proof distance in the general layout should be in accordance with those specified in Table 5.1.12 If there is the noise barrier between the noise source and the buildings for which noise prevention is required,the noise proof distance may be reduced according to the sound attenuation efficiency of the noise barrier.

5.1.13 Width of the passageway in the plant area of the iron and steel enterprise should meet the following requirements:
1 Width of the passageway in the iron and steel plant area should be in accordance with those specified in Table 5.1.13.

Note:If there are quite few railways,roads and pipelines in the passageway or the sites of extension and renovation projects are restricted,the low value may be taken;otherwise,the high value should be taken.
2 Width of the passageway in the mineral industrial yard,ferrous alloy plant and individual sintering plant,coking plant,lime plant,iron making plant,steel making plant,and steel rolling plant may be selected as per Table 5.1.13.
3 If multipurpose pipe trench is designed for the underground pipelines due to severe site condition restriction,the passageway width may be reduced appropriately;in case there is special demand or a large number of pipelines are centrally arranged in the passageway,the passageway width may be determined according to the actual situation.
5.1.14 Investment intensity of the land used by iron and steel enterprise and the area of land required by the administration,office and living service facilities shall meet the relevant requirements of the nation.
5.1.15 Land use index and building coverage ratio of the plant area of the ore dressing plant,iron and steel plant,steel works and ferrous alloy plant should be in accordance with those specified in Table 5.1.15-1-5.1.15-4.Special clarification shall be made by some renovated and extended enterprises if they still fail in achieving the values specified in the table after taking special measures.
