Abstract

The consumer goods industry is the foundation, nature, pillar and strategic industry of national economic and social development.It directly produces materials that meet the needs of the people for food, clothing and use, covering five major industrial categories, namely light industry, food, textile, medicine and tobacco.Since the reform and opening up, China's consumer goods industry has maintained a stable and healthy development on the whole, forming a market-oriented and internationalized consumer goods industry system, basically guaranteeing and meeting the growing consumer demand of the people, and playing an important role in stabilizing growth, promoting reform, adjusting the structure, and benefiting the people.

It is a crucial year for deepening supply-side structural reform and deepening the implementation of the “three products” strategy in 2019.In light of seek improvement in stability work tone, the consumer goods industry vigorously promotes the reform of supply side structural development of endogenous power, enhances innovation.The special action of “three products” strategy is carried out in depth around “species richness, brand recognition, quality satisfaction”.Which actively yet prudently to capacity, foster the development of new kinetic energy, the development of advanced manufacturing industry, the consumer goods industry quality standard system construction to a new height.

2019, China's consumer goods industry faces constant risks and challenges.At the international level, problems frequently arise, such as geopolitical conflicts, financial market turmoil, increasing dependence on commodities, unbalanced development of the digital economy, rising unilateralism and protectionism.Especially, the economic and trade frictions in 2018, which have made it more difficult and risky for China's consumer goods industry to expand exports and enterprises to operate globally.Domestic level, it has a downward pressure of supply and demand to leveragein the real economy, such as environmental limit production, investment, consumption and exports decline.At the same time, that bring many unstable factors to the real economy, for example, the exchange rate risk, the local debt risk, debt risk in state-owned enterprises and the Internet financial risk.The consumer goods industry development of our country faced in the process of old and new kinetic energy conversion, financing difficulties, the high comprehensive cost, the difficulty of transformation, and many other problems and difficulties.

Under the combined influence of the above factors, the consumer goods industry as a whole continued to slow down in 2019, and the supply level of middle and high-end consumer goods increased.The industrial added value of consumer goods industry increased by 4.63% year on year, 1.13 percentage points lower than that of 2018.The industrial added value of light industry (including food), pharmaceutical, textile and tobacco industries increased by 4.5%, 7.6%, 2.4% and 5.2% year on year respectively, which decreased by 1.2, 2.5, 0.5 and 0.8 percentage points compared with that of 2018.

In order to grasp the development trend of China's consumer goods industry in the past year, a series of major problems in consumer goods industry were summarized and reviewed.On the basis of tracking research on China's consumer goods industry, China Industrial Control System Syber Emergency Response Team(CICS-CERT) has organized and compiled Annual Report on the Development of Consumer Goods Industry(2019-2020).The book includes the General Report, Industry Report, Policies and Regulations, Specila Topics, Case Report and Appendix, which studies the consumer goods industry development situation in 2019 from the perspective of multiple depth, including the overall environment at home and abroad, the operation of consumer goods industry and each subdivision, prosperity index and consumption upgrade, the impact on consumer goods industry of consumer goods industry employment, economic and trade frictions and 2019-nCoV hot issue is also discussed, and make the case study on consumer goods industry transfer, transformation and upgrading, and intelligent.
