Abstract

From the steps of Chinese immigrants in North America, this ethnic group paved way for its children to professionals by unique diligence, wisdom, and excellent tradition of elite education, despite the darkness of the unequal time. After the 1960s and 1970s, the new immigrants from the Mainland, Hong Kong, Macao, Taiwan, Southeast Asia and other areas increase drapidly in professionals' proportion American and Canadian Chinese, which has produced profound influence on overseas Chinese society. At the same time, during this evolution, overseas Chinese professionals groups have begun cross-border flows, directly or indirectly. As a more prominent sub-group of the large group of overseas Chinese, the purpose of this group's flow is to develop rather than to live. This group of people who have strongself-consciousness, development consciousness and participation consciousness, with wider international perspectives and higher technical skills, are working for greater self-worth. Therefore, they change their residences more frequently, showing distinctive characteristic features of those times.

After the theoretical review and historical study, this paper selects “Seagulls”, high-skilled migrants and related elite communities, the general skilled migration and the 1.5 generation of new immigrants of the four current overseas Chinese professionals to explore, in order to understand more clearly this kind of international talent development in the latest trend.Then, it points out that a new trend of overseas Chinese professionals' group activities is cross-border behavior, and explores the carriers, forms, characters and the causes of cross-border behavior for the overseas Chinese professionals. In addition, taking the return and “returnees go to return again” of Guangzhou's Overseas Chinese as examples, it analyzes the basic situation of Guangzhou Overseas Chinese Professionals' Return and circulation, which can represent overseas Chinese American professionals in the circulation and return to Chinese situation in Chinese mainland. Finally, we put forward it should been fully aware of the significance of overseas Chinese professionals on the development strategy of China inter978-7-5201-4429-2national talent, and learn from the experience of developed countries of attracting talent. From the country'stop design, we should introduce people with system-creation and flexible management.As to Guangzhou's actual situation specifically, it should be combined with the cultivation of overseas Chinese professionals' enterprises, and the rational use of Chinese business network to “going out”, to explore the road to wealth and innovation.
