Abstract

The construction of digital archives is the main content of China archives informatization process，which is the main approach for traditional archives in the modern network environment to realize business transformation and upgrading of services. And digital archives construction has become the main work for Chinese archives at all levels. China initiated the construction of digital archives from 2000，which has already made some remarkable achievements until now，but with the rapid development of information technology and the complexity of electronic archives management requirements，many comprehensive archives in China are confronting the problems such as lack of plan，coordination or talent in the process of construction. These problems lead to inefficient use of funds，unbalanced development and slowness of advance. This book focused on the above problems，aims to research Chinese comprehensive digital archives construction pattern and related promotion mechanism，on the viewpoint of IT construction model，architecture evolution and IT governance mechanism. This study provides guidance for the further development of digital Archives in theory and practice.

The book complies with the research framework of raising questions，analyzing problems and solving problems. Firstly，the paper analysis the problems in the construction of China’s comprehensive digital archives，then analysis the causes of these problems，and finally finds out the solutions and measurements. Based on the integration of technology and management，this paper suggests that digital archives construction is not only a technical problem，but also a management problem. In technology viewpoint，cloud computing is a revolution of IT technology architecture，so the construction of digital archives under the cloud environment should follow the requirements and specifications of cloud，from the individual mode to joint model，finally into cloud model. In management viewpoint，the construction of digital archives is a IT system engineering process，should introduce the framework of IT governance，governance theory and related mechanism，to ensure the smooth development of cloud model digital archives.

In this book，the research background，research status at home and abroad are analyzed and summarized，and the main concepts and research issues are defined. On this basis，this book introduces the research contents，the main research methods，the overall research framework and innovations. Second，the theory and technology of construction of digital archives based on the summary and induction，put forward the construction of digital archives is not only affected by the related theory of archival science，also is affected by the theory of IT governance，etc. Then，reviews and summaries the history background，development process，achievements of Chinese comprehensive digital archives，analyzing the problems in construction planning，technical standards，resources. Then，analysis the influence of cloud computing technology on digital archives. This technology can solve the problem such as capital investment，talent shortage and business innovation. Analysis of the pattern of Chinese general digital archives construction in cloud environment，and analysis the macro-layout of cloud pattern，with three cloud levels of the digital archives including national，provincial and municipal level. And point out that provincial archives system based on E-government platform is preference mode at the present stage. The cloud pattern adopts SaaS solution. In this pattern，the infrastructure and platform maintenance is steered by provincial E-government cloud platform center，the single digital archives just focuses on development of business applications. Furthermore，the paper analysis the infrastructure，application architecture and data structure of cloud pattern. Brings up with governance structure suitable for Chinese digital archives construction in cloud pattern. Based on IT governance theory，the paper also offers the IT governance mechanism，including decision mechanism，incentive mechanism and control mechanism. At last，analysis the archive of Shanxi Province，archive in Lishui City（Zhejiang Province），which are two different level of archives，to verify the digital archives construction pattern in cloud environment，and adds some relevant suggestions.

The main contributions of this book are as follows.

（1）Clearly put forward the best pattern for our country’s comprehensive archives Digital Archives—cloud pattern，and the specific connotation of the cloud pattern are analyzed，and points out that the cloud pattern of digital archives including macro layout，two aspects of micro structure，puts forward the strategy to promote the construction of cloud pattern digital archives.

（2）Two levels of technology and IT governance based on the study of digital archives construction，not only from the perspective of cloud computing technology，digital archives construction pattern，from the perspective of IT management research is to promote the cloud pattern of digital archives construction strategy. The original breakthrough mostly from the perspective of technology research the construction of digital archives limitations，deepen and enrich the theory about the construction of digital archives.

（3）The construction of cloud pattern digital archives is further verified by using two examples.
