Abstract

Annual Report on Government Transparency of China （2018），based on the empirical and quantitative research as the main method and the first-line practical experience，the first-hand data materials，observed and summarized the development of openness of government affairs throughout China in 2017. The whole book is divided into five parts，such as general report，special reports，assessment reports on government transparency，reports on openness of government in specific fields and local practice of openness of government affairs.

Basing on the whole country and insisting on result oriented，the general report summarizes significant effects of departments of the State Council and local governments at all levels in openness of government affairs in decision making，enforcement，management，service，implement，policy interpretation，response to public concerns and openness according to applications.It shows that China has made remarkable progress in the work of openness of government affairs. For example，the guidance in specific fields and areas of open government achieved obvious effect； the transparency of decision-making has improved consistently； the degree of disclosure of information about administrative enforcement is high； the openness in some implementation fields is normative； the disclosure of information in some key areas is good； significant progresses have been made in the work of explanation of policies and response to public concerns. Meanwhile，the general report also reveals some problems at the present stage and looks forward to the new development of the work of openness of government affairs in the new period.

Focusing on decision making，social assistance，environmental protection，transport，education and other fields closely related to public interest and social attention，this book makes surveies and summaries of the special works of openness of government affairs. Furthermore，this book carries out a special study on the standardized work of openness of government affairs which has been explored actively by departments of the State Council and local governments.

In order to provide examples for reference in openness of government affairs，this book combs the innovative measures，experience and problems，and makes an in-depth analysis of the difficulties in the work of openness of government affairs of local governments with the samples of several provinces and cities.
