Bordered geographically，only separated by mountains and rivers，China and ASEAN are enjoying good public support，regional integration and similar cultural traditions. Sharing similar cultural customs and long histories，China and ASEAN are bonded by the same development opportunities and missions. It is of regional and global significance that China and ASEAN are forming a joint force，helping each other，making progress together and sharing development fruits based on sincere cooperation and reciprocal interaction. In 1991，China and ASEAN initiated dialogue and signed the China-ASEAN Framework Agreement on Comprehensive Economic Cooperation in 2002. In 2003，Joint Declaration on Strategic Partnership for Peace and Prosperity was signed and in 2007，ASEAN Community was set up in the aspect of security，economy and social culture. The complete establishment of China-ASEAN TFA brought the bilateral strategic relationship to a diamond decade.

To upgrade China-ASEAN TFA and reinforce the articulation of B&R Initiative with blueprint of China and ASEAN，both parties are focusing on building a strategic relationship with peace and prosperity and a stable community full of humanistic caring which is based on cultural and people-to-people exchanges and cultural identification. China and ASEAN are standing at a new historical starting point which requires a strategic relationship with higher level and a closer community of shared future，interests and responsibilities. The good relationship of China and ASEAN which infuses positive energy in the regional integration and globalization also contributes to the peace and stability in Southeast Asia and the well-being of people in this region.2016 is the 25th anniversary of China-ASEAN dialogue relationship. History has shown us the cooperation of China and ASEAN is in the interests of both parties. Only by strengthening the cooperation can achieve development and bring benefits to people. Both China and ASEAN have respective advantages in the fields of economy trades，environmental protection，transportation and cultural education etc. In the aspect of promoting the cooperation of higher education，both parties are enjoying unique geographical and cultural advantages. Especially in recent 25 years，the cooperation relationship with ASEAN which has been given priority to develop promotes the articulation of strategy with inclusive development. A series of bilateral cooperation documents and projects in the fields of economy，investment，science and travel etc. make cooperation mechanism deeper and more consolidated，cooperation path sustainable and cooperation relationship closer and more extensive. All these have laid a solid substance foundation and created stable policy system for the establishment of China-ASEAN Community in higher education.

Deepening China-ASEAN strategic cooperation，building the China-ASEAN higher education community，branding Asia intellectual center and cultivating Asian citizen in 21st century is a important step towards strategy of global community and B&R Initiative which is the driving force of upgrading China-ASEAN Community and the realistic choice of higher education internationalization. It could create new opportunities and infuse energy for strengthening the educational cooperation，promoting the China-ASEAN regional integrated development in higher education，improving the internal impetus and international competitiveness of regional higher education，promoting the articulation of B&R Initiative with Global Maritime Fulcrum Plan，building the China-ASEAN Community in economy，culture and security and establishing a community of shared future，interests and responsibilities.

The backbone of this book is the regional strategic cooperation in higher education of China and ASEAN. With the method of literature research，case analysis and comparative research and combination of theoretical research with empirical analysis，qualitative research with quantitative research，the book takes a comprehensive review on the regional strategic cooperation of China and ASEAN in higher education which is of great significance to deep the China-ASEAN strategic cooperation，maintain regional security and promote regional integration.

Starting with the overall review on China-ASEAN higher education community from multiple perspectives of politic，economy，culture，education and security，the book deeply analyses the development steps of China-ASEAN higher education community from intentional stage，initial stage to expansion stage and systematically summarizes the China-ASEAN higher education community construction from the institutional framework，mechanism establishment，organizational construction to platform building.
