Ⅱ Submission of National Declarations to OPCW

In March 2016, China submitted on time its annual declaration on activities in 2015 to OPCW, which declared 1,347 industrial facilities. In this declaration, there were 46 facilities of S2 controlled chemicals,161 of S3 and 1,140 of S4 controlled chemicals. Later in September, China submitted to OPCW the annual declaration on planned activities in 2017.

In March 2016, based on Article VI of the Convention regarding non-prohibited activities, China submitted to OPCW the annual declaration on single, small-scale facilities of the Chemical Defense Institute and the production of S1 chemicals in 2015 by the 10kg Chemical Compound Laboratory of the Institute. In September 2016, declaration on production by the two facilities of S1 chemicals planned in 2017 was submitted to OPCW. In March 2016, the 2015 National Program on Chemical Weapons for Defense was submitted to OPCW. Considering the safety of single, small-scale facilities, a declaration of change to close（dismantle）the facility was submitted to OPCW in July 2016.

Based on provisions of the Convention regarding ACW, China submitted national declaration on JACW to OPCW, which mainly included location, types, number and current storage status of JACW newly discovered or to be destructed. In June 2016, China submitted to OPCW updated declarations on 2 JACW storage sites in Harbaling and Shijiazhuang as well as 2 temporary JACW storage sites in Shangzhi and Taiyuan. Then in December, updated declarations on 4 JACW storage sites in Harbaling, Jiamusi, Shenyang and Shijiazhuang and 7 temporary JACW storage sites in Dalian, Feicheng, Hunchun, Longjing, Nanning, Shouyang and Taiyuan.

The 2016 annual declarations on planned activities continued to use the new version of OPCW declaration tool. China National Chemical Information Center was designated to conduct research on product codes and had finished information collection and sorting regarding the product code, CAS Registry Number, molecular formula, structural formula, phosphorus/sulfur/fluorine inclusion and main use of nearly 9,000 S4 Controlled Chemicals.
